The Indian government announced that Dubai has signed an agreement to build infrastructure in Jammu and Kashmir, at a time when violence in the Himalayan region is on the rise.
The value of the agreement was not specified. The memorandum of understanding signed by Dubai, part of the United Arab Emirates, is the first investment agreement signed by a foreign government in the sensitive region since Kashmir’s autonomy was withdrawn and the Muslim-majority state was divided into two territories directly ruled from New Delhi.

Kashmir is claimed in its entirety by both India and Pakistan, but it is ruled in parts by both.
