Iran will not recognize the preconditions of the current Biden administration for its nuclear program, and the US must return to the 2015 agreement before negotiations can take place, according to its foreign minister.

Furthermore, Javad Zarif said that the US had its own “commitments” to be implemented.

President-elect Joe Biden said he would enter the nuclear agreement and lift sanctions if Tehran returns to “strict compliance with the nuclear deal”

While, Both parties seem to want the other to readjust the terms of the agreement first.
In May 2018, US President Donald Trump withdrew from the agreement signed under his predecessor, Barack Obama.

He then re-imposed strict economic sanctions against Iran, targeting the oil and financial sectors of the country.

Tehran has since surpassed the limits of its nuclear activities set out in the agreement, raising concerns that it might use the program as a cover for the production of a nuclear weapon.

However, the government maintains that its nuclear aspirations are completely peaceful.
